Controversy was sparked recently when police used a helicopter to distribute 100,000 reward notices for the capture of an escaped suspect in Gongyi, Henan Province.

An Internet survey indicated more than 55 percent of local residents opposed the police action, saying it was a waste of public funds.

Conversely, 40 percent thought the police were using their resources in a correct manner. They spent an estimated 50,000 yuan ($6,750) distributing the reward notices.
